Intracoastal Consultants, LLC (Intracoastal), as a sub-consultant to Crescent Engineering & Mapping, LLC (CEM), was selected by St. James Parish Government to perform data collection, modeling, and alternatives analysis for the 5th District Master Drainage Plan. The overall area being modeled is approximately 5,750 acres total with the individual areas broken down as shown:

• Baytree approximately 1,450 acres

• Burton approximately 200 acres

• Welcome approximately 4,100 acres

Intracoastal Consultants has provided Hydrologic & Hydraulic (H&H) modeling for the three basins of Baytree, Burton, and Welcome and provided recommendations for drainage improvements such as interior culvert and drainage structure upgrades, channel capacity improvements, and outfall structures. The H&H analysis was performed utilizing a combination of HEC-RAS and HydroCAD. The existing H&H model will be compared against the results for the proposed improvements in order to determine which improvements will provide the greatest benefit. Prior to beginning the numerical modeling, a data gap analysis was performed to identify specific data needs for the model such as LiDAR, soils data, land use maps, aerial photography, etc.. Additional survey data was collected to support the modeling effort. Model approach, methodology, and results will be developed into a comprehensive report showing benefits compared to cost of the improvements.

• Replacement/addition of approximately 200 culverts and drainage structures to reduce upstream flooding to residents.

• Proposed ditch/channel improvements for approximately 60,000 LF (±11 miles).

• Outfall Structures under Union Pacific railroad
