Intracoastal Consultants, LLC (Intracoastal), was selected by St. James Parish Government to perform an Alternatives Study, design, permitting, and construction administration for the West Shore Connector Levee Project (Connector Levee). The Connector Levee project is an alternative alignment to a portion of the USACE West Shore Lake Pontchartrain (WSLP) Levee Project. The project evaluated three (3) alternatives for the Connector Levee and the tie-in locations at Grand Point and Grammercy WSLP ring levees. These alternatives include the LA 3125 alignment, the M2 Canal Alignment, and the Powerline Alignment, which evaluates the overall project cost, wetland impacts, LERRDS, and utility relocations.

The Alternatives Study included a detailed Hydrologic and Hydraulic (H&H) modeling for the interior area (±6,000 acres) being protected by the levee to adequately size gravity drainage structures, environmental water control structures, and the stormwater pump stations. The H&H modeling followed the design approach and criteria as the WSLP models for St. John the Baptist and St. Charles Parishes and developed the model geometry and boundary conditions utilizing a combination of project-specific data and publicly available data for the study area. As a part of the modeling efforts, HEC-HMS and HEC-RAS were used for assessing the hydrology and developing a 2D model for sizing the hydraulics.
